Outsider at NDC: “Secretary Sent Me”

A private visitor caught at an official’s computer scoring tender bids at the National Dental Commission said on camera the Secretary sent him.
NDC Secretary Arindam Modak told The Probe the entry was not unauthorised, then said he generally calls no one but knew the man would come. He called the complaint fabricated.
Under Secretary Ritu told The Probe an investigation is on and called it a very serious issue. NDC Chairperson Dr Sanjay Tewari has yet to respond to questions sent by The Probe.
On October 15, the NDC barred outsiders from workstations and official records and told staff never to share passwords. The Under Secretary confirmed the order was issued because of the incident.
A day after the incident, a written complaint with the video went to the NDC Chairperson, seeking a CBI and Health Ministry probe, forensic examination of the computer and preservation of CCTV footage.
The man said the tender had already been floated. The Probe found no such tender on the Government e-Marketplace, the NDC website or its public notices.
Confronted by a senior official, the man admitted he was not an employee, said he was analysing bidders’ marks, and named “Modak sir” as the person who sent him.
On October 12, he signed in as Abhijeet Singh, purpose “official”, and sat at Assistant Secretary Ram Gahan Prajapati’s password-protected computer. He left before anyone took his details.
The NDC replaced the Dental Council of India on March 19, 2026, promising transparency. It regulates every dental college and dentist in India, and its Secretary runs its purchasing.
